

The Ministry of Culture, as part of the government of Nariño, led an enriching fourth symposium titled «Culture, Power, and Musical Development» at the Pasto Culture Center. This significant event witnessed the active participation of representatives from the Music Departments of Kauca, Valle del Cauca, Chocó, and Nariño. The symposium served as an integral component of the art initiatives promoted by the National Music Plan (PNMC) which plays a crucial role in shaping the cultural landscape from 2024 to 2038.
This gathering facilitated a productive dialogue and visible territorial dynamics, acknowledging effective practices and fostering a collective reflection on the numerous challenges encountered in the Pacific region of OCAD. The discussions notably focused on sustainable multidimensional music development across various sectors, including political, social, environmental, and cultural dimensions.
Álvaro Reyes, the administrative director of Nariño Culture, underscored the primary aim of the event, which was to forge and solidify regional committees dedicated to enhancing musical initiatives. These committees are expected to strengthen music management projects that involve both the Ministry of Culture and the Nariño government. Reyes articulated, «Our goal is to maintain the planning process, review music plans, and consult local councils, while also understanding the expectations surrounding music education, various offerings, and the circulation of diverse musical demonstrations.»
The expectations set forth include the integration of this dialogue and insights into the departmental music plan, which is being developed through various phases of diagnostics and the construction of pertinent documentation. This collaborative project, which is being jointly implemented by the Ministry and the Departmental Administration, is at a significant developmental stage. The overarching ambition is to have this plan approved so that it can be incorporated into public policy regarding music, thus ensuring that it plays a pivotal role in the cultural progression of the region.
